Okay, so I think that cookies burn when they get too heated. The bottom burns quickly because it's just a thin layer but the top of the cookie is thick because it includes the inside of the cookie, so it gets burnt. Also, the oven rack could be too high or too low. Last, the cookie sheet could be too dark or the oven could be unclean, causing the heat to bounce off on the wrong places. I got my info from:
